Electricity Market Deregulation and Competition in Victoria

Australia's electricity market has been undergoing a gradual deregulation process which began in the late 1990s. The first stage was to establish a national electricity network {{citymarketintro4}} in one state to be sold to customers in other states.

Another stage, which happened sooner in some states than others, was the breaking up of the state owned monopolies into several competing entities and then privatising them. In an attempt to stimulate greater competition the energy market was separated into two levels

  • Energy Distributors
    The distributors have the responsibility for the physical delivery of electricity to the customers' premises , and they own and manage the powerlines and poles, and don't engage directly with customers.
  • Energy Retailers Retailers sell the electricity to the customers and are responsible for billing. Every state has between 1 and 3 distributors and up to 30 retailers.

On 1 July 2008 , the electricity market in Victoria was completely deregulated. This meant that consumers could change to whichever provider had cheaper electricity prices.

Electricity in Victoria is provided by the following five distributors

    Jemena distributes electricity to the south-western and northern suburbs of Melbourne.
  • United Energy Distribution
    United Energy supplies electricity in the Mornington Peninsula and the southern suburbs of Melbourne.
  • Powercor Australia
    Powercor distributes electricity in the western suburbs of Melbourne and western Victoria.
  • Ausnet Services
    AusNet Services distributes electricity to eastern Victoria and the eastern outer & northern suburbs of Melbourne.
  • Citipower
    Citipower supplies electricity throughout Melbourne City and it's inner suburbs.

Tips to reduce your electricity usage and lower your bills

Here is a list of easily implemented tips for reducing how much electricity you use

  • Minimise draughts. Stop hot or cold air blowing in or leaving through the gaps under doors and around windows through the use of gap seal tape and door snakes.
  • Use the clothes dryer less. Hang the clothes to dry outside or alternatively, use an indoor clothing rack.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Turn off all your appliances at the power socket when they're not in use.
  • Wear clothing that's appropriate for cold weather, instead of turning on the heater (booties, jumper, beanie, warm socks).
  • Close the doors to rooms that aren't in use, so that you just cool or heat a smaller area.
  • Stop the hot sun from over-heating rooms by closing curtains and blinds in rooms that the hot sun shines directly into.
  • Minimise the use of air conditioning by opening the windows at night to let the house cool down, and then shutting them in the morning thus keeping the hot air out.
  • Minimise lighting by making use of the available natural light and replace older lights with energy efficient LED lighting.

Here are some answers to questions about what happens once you've completed the comparison process and you have made the choice to switch electricity providers.

If you change your mind it's okay, your new electricity provider has to give you ten days of 'cooling-off' period, that means you have ten days to cancel the process and stay with your old energy provider.
No. You won't need to do anything like that. The delivery of actual energy to your house, via the pipes and wires, is done by your energy distributer (not by your energy retailer). The distributor will continue to supply electricity to your premises after you change to a different energy retailer. It is the retailer that issues your electricity bills, but they buy the energy from the distributor at wholesale prices, then resell it to you. You can't buy electricity directly from the distributor, you have to purchase it from an energy retailer. You can be sure that when you switch retailers, your electricity supply won't be interrupted because you'll continue to use the same connection to the same distributor.
The 'paperwork' is all processed very quickly, often within 24 hours. However, the switchover can't go ahead until after your old provider has issued your final bill, and they can't do that until a final meter reading has been taken. Therefore, it depends on when your next meter reading be. It could take as long as three months.

The changeover to your new provider will not happen immediately, because the current provider will have to read your meter one final time. and then send you their final bill.
